There are over 100 OSHA standards that include requirements for worker training to reduce risk of injury and disease. Currently, corporate America provides nearly 2 billion hours of training to approximately 60 million employees each year in compliance with these standards. However, prior to 1998 the outcomes of occupational safety resulting from this training were completely inconclusive. Standards had been set. OSHA diligently measured compliance. The problem was that prior to 1998, the primary compliance measure was the number of hours of training delivered. This approach probably seemed logical at the time: more training would result in higher employee awareness and therefore higher levels of safety. However, the system failed to produce the intended results with any degree of predictability. Since 1998, the Department of Labor and OSHA have started to measure success based on training outcomes rather than amount of time spent and results have improved dramatically.
